Evidence preparation before a P&T or HTA deadline

Start with the date evidence must be submitted, which can precede the committee meeting. The useful question is what can still be completed and reviewed before that cutoff. More notice and a later institutional decision create different kinds of room to work.

For HEOR, evidence strategy, medical affairs, and market access submission teams.

Twelve to six months: define the missing evidence

Illustrative planning horizon: identify the population, comparator, endpoint, and uncertainty the reviewer is likely to examine. Decide whether an existing dataset can answer the question or whether new evidence work is needed. Study initiation may be feasible; completion is not assured within this horizon.

Assign an owner and a feasible delivery date to each gap. Record which guideline, regulatory, or payer assumption could change the planned analysis. This makes a later update a specific revision rather than a complete reconstruction.

Six to three months: assemble and review the dossier

Illustrative planning horizon: compare current authority wording with the evidence available at the dossier cutoff. Update the evidence tables, document remaining uncertainty, and route the package through internal review. Verify the receiving body's format and actual submission timetable.

Keep scientific evidence changes separate from procedural changes. A new readout can alter the argument without moving the meeting date; a rescheduled meeting can move the date without adding evidence.

Three months to the deadline: control the final changes

Illustrative planning horizon: prioritize analyses and updates that can be completed and checked. Prepare a concise account of what changed after the earlier draft, the source for each change, and its bearing on the requested decision. Confirm whether the reviewer accepts supplementary evidence after submission.

Once the cutoff passes, the available route depends on the institution: a later submission, consultation response, reconsideration, or appeal may apply. Do not assume that every policy stays closed until an annual cycle.

  • Submission cutoff and meeting date
  • Named decision owner and requested action
  • Current restriction or recommendation, dated
  • Evidence added since that wording was adopted
  • Remaining limitations and any evidence still unavailable

Who needs to prepare if the date moves?

What each team changes if the decision comes earlier or later than planned.

HEOR and evidence strategy

If the decision is earlier
More opportunity to specify and commission targeted analysis.
If the decision is later
Check whether added time can answer a remaining question before extending the plan.

Medical affairs

If the decision is earlier
Review the changed scientific claim and prepare sourced responses.
If the decision is later
Refresh materials only when the evidence or authority wording changes.

Submission owner

If the decision is earlier
Bring internal review forward to protect the filing cutoff.
If the decision is later
Confirm the revised cutoff instead of assuming the meeting delay extends it.
